Roundabouts for submarines

My friend Ron and I keep debating about things, especially if it involves  a difference between England and France. To solve our current disagreement, I propose to create undersea roundabouts. We just have to decide: Clockwise or anti-clockwise?

Anyway, who cares about submarines?

    We also have to decide: priority to the one circling the roundabout, or to the one approaching? Or, as in France, to the one who can get there first :-)
